Centre extends northern bullet train corridor to Guwahati

Railway Minister Ashwini Vaishnaw announced on 31 October 2026 that the northern bullet train corridor has been approved and will be extended to Guwahati. Chief Minister Himanta Biswa Sarma said the corridor was first planned to end at Siliguri.

Railway Minister Ashwini Vaishnaw announced in Varanasi on Saturday, 31 October 2026, that the northern corridor of the proposed bullet train project has received the Prime Minister's approval and will be extended to Guwahati. He made the announcement before flagging off the new Vande Bharat Sleeper Express between Varanasi and New Delhi, and said the construction would be fully "Make in India".

The corridor will connect Delhi, Agra, Kanpur, Lucknow, Ayodhya, Varanasi, Prayagraj, Patna and Siliguri before reaching Guwahati. The minister gave estimated travel times for some sections: Delhi–Agra 59 minutes, Delhi–Kanpur 1 hour 45 minutes, Delhi–Lucknow 2 hours 12 minutes, Lucknow–Varanasi 1 hour 21 minutes and Varanasi–Delhi 3 hours 35 minutes.

On Sunday, 1 November, Chief Minister Himanta Biswa Sarma welcomed the decision. He said the corridor was first meant to end at Siliguri and was extended to the Northeast after his written request and a meeting with the Railway Minister in July. He said a Guwahati–Delhi journey could take under eight hours. No construction timeline, and no official journey time for the Guwahati–Delhi section, was given.

For Assam, the extension would link Guwahati by high-speed rail with Patna, Varanasi, Lucknow and Delhi. India's first high-speed rail line, between Mumbai and Ahmedabad, is being built with Japan's help. Siliguri lies on the narrow Siliguri Corridor, often called the "Chicken's Neck", which joins the Northeast to the rest of India.

Cooch Behar royal family backs statues of Naranarayan and Chilarai

The royal family of Cooch Behar has welcomed Chief Minister Himanta Biswa Sarma's plan to install statues of Maharaja Naranarayan and Mahabir Chilarai along the Assam–West Bengal border. The Chief Minister announced the plan during a visit to Madhupur Dham Satra in Cooch Behar.

The Cooch Behar Royal Family Succession Welfare Trust, which represents the descendants of Maharaja Naranarayan, has written to Chief Minister Himanta Biswa Sarma welcoming his announcement of grand statues of Maharaja Naranarayan and Mahabir Chilarai along the Assam–West Bengal border. The trust's president is Kumar Jitendra Narayan.

The Chief Minister made the announcement during a recent visit to Madhupur Dham Satra in Cooch Behar district of West Bengal, where Mahapurush Srimanta Sankaradeva spent the last years of his life.

Naranarayan was a 16th-century Koch king, and his younger brother Chilarai was his military commander. The royal family's letter recalls that the two protected the greater Assamese region from outside enemies, rebuilt the Kamakhya temple after it was destroyed by invaders, and supported Sankaradeva in spreading the Vaishnavite faith, including setting up the satra at Madhupur.

The family also gave the Chief Minister a memorandum. It asks for encroachments to be removed from Madhupur Dham Satra's land, for Damodar Dham at Baikunthapur to be developed, for the under-construction bridge over the Brahmaputra between Dhubri in Assam and Phulbari in Meghalaya to be named after Mahabir Chilarai, and for the historic Gohain Kamal Ali road, about 350 km long, to be rebuilt.

Chilarai's real name was Shukladhwaj; he earned the name Chilarai for the speed of his attacks, said to be like a kite's. The Kamakhya temple stands on Nilachal hill in Guwahati.

    Points to remember

    • Statues of Maharaja Naranarayan and Mahabir Chilarai are planned along the Assam–West Bengal border.
    • Announced by CM Himanta Biswa Sarma at Madhupur Dham Satra, Cooch Behar.

Below-normal rain strains Kaziranga's grasslands and wetlands

Below-normal rainfall in Kaziranga National Park and Tiger Reserve is holding back the growth of grasses that rhinos, elephants and deer feed on, a WWF India conservationist said on 1 November 2026. Many lakes and beels in the park have little water, and some have dried up.

Erratic rainfall in Assam and the Northeast is affecting forests, including Kaziranga National Park and Tiger Reserve and Pobitora Wildlife Sanctuary, said Amit Sharma, a senior rhino conservationist with WWF India, on 1 November 2026.

He said rainfall in Kaziranga is below the range needed for healthy vegetation, so the grasses and plants that feed herbivores are growing poorly. With less nutritious food, the health of rhinos, elephants and deer could suffer over time, and the animals' behaviour could change. He added that temperatures in the state have risen over the last couple of years, and that heavy rain in some places has caused flash floods that did not happen 10 to 15 years ago.

Because the monsoon rain was low, most lakes and beels inside Kaziranga have less water, and some areas have dried up. Water hyacinth and other invasive plants, usually carried away by floods, now cover parts of the water bodies. Rivers and rivulets that flow into the park from the Karbi Anglong hills to the south have been blocked or have dried up because of human activity in the hills, including in the Agaratoli range in the east of the park. He called for nature-based solutions and a study of the soil and other data.

A senior forest official said the flooding of the forest in the monsoon is necessary: it keeps up the water table and brings silt that makes the soil fertile.

Kaziranga, a UNESCO World Heritage Site since 1985, has the world's largest population of the one-horned rhinoceros.

    Points to remember

    • Below-normal rainfall is hurting grass growth in Kaziranga National Park and Tiger Reserve.
    • Concern raised by Amit Sharma of WWF India (1 November 2026).
    • Many lakes and beels inside the park have little water; some have dried up.
    • Rivulets from the Karbi Anglong hills to the south are blocked or dried up.
    • Pobitora Wildlife Sanctuary is also affected.
    • Kaziranga: UNESCO World Heritage Site since 1985.

For the exam: Below-normal rainfall is reducing grass growth and drying up beels in Kaziranga National Park and Tiger Reserve.

Study: elephants feed mostly on grass in Udalguri's tea gardens

Grasses made up 81.6% of the feeding seen among Asian elephants in tea gardens of Udalguri district, according to a study in the Journal of Threatened Taxa reported on 1 November 2026. Researchers recorded 103 feeding events between August and November 2024.

A study titled "Feeding Habits of Asian Elephants in Tea Gardens of Assam, India", published in the Journal of Threatened Taxa, found that tea gardens are not only shelters for elephants but also places where they feed.

The researchers watched elephants during the day in Udalguri, a district of the Bodoland Territorial Region with high human–elephant conflict, which is part of a landscape linking Assam with Bhutan. They recorded 103 feeding events between August and November 2024. Of these, 81.6% were on grasses, 9.7% on trees and 8.7% on herbs. Plants eaten included Albizia lebbeck, kadam (Neolamarckia cadamba), Cynodon dactylon and Bombax ceiba.

The lead author, Richard Sangma of the Wildlife Institute of India, said earlier studies had described tea estates mainly as daytime refuges and corridors, while these observations show that elephants also find food there, especially on grassy edges in the monsoon and post-monsoon months. He cautioned that it was a daytime study over a few months and does not describe elephants' full diet.

The study notes that forest loss, plantations and farming have broken up elephant habitat in Udalguri, bringing elephants closer to villages and fields. It cites records from the Dhansiri Forest Division of 221 human casualties, including 144 deaths, and 96 elephant deaths between 2011 and 2024.

The Asian elephant is India's National Heritage Animal. The Wildlife Institute of India is in Dehradun.

Assam and Arunachal Pradesh decided to constitute a joint committee during a boundary meeting held at Roing on November 2, 2026. The committee will assess disputed ground realities and engage with local stakeholders to resolve territorial differences.

Assam and Arunachal Pradesh decided on Monday, November 2, 2026, to constitute a joint committee to assess disputed boundary areas on the ground, renewing efforts to resolve their decades-old territorial differences through dialogue and local participation. The decision was taken at a high-level border meeting held at the District Commissioner’s Office in Roing, located in Arunachal Pradesh’s Dibang Valley district. The meeting was attended by Assam Border Protection and Development Minister Atul Bora and Arunachal Pradesh Minister Ojing Tasing, who chairs the regional committee.

Addressing the press after the meeting, Minister Atul Bora stated that officials from both states would engage directly with local stakeholders in the disputed areas to understand their concerns before the matter is taken up for further policy discussions. The proposed joint committee will conduct extensive field visits to evaluate conditions in the contested sectors. Both state governments agreed that no final resolution would be reached without proper assessment of the ground situation, ensuring that the views of local residents and the committee's findings are fully incorporated.

The border dispute between Assam and Arunachal Pradesh involves extensive tracts along their inter-state boundary, originating from historical administrative demarcations made during the colonial and early post-independence periods. Successive governments have sought amicable solutions through regional committees and bilateral talks, adhering to Supreme Court directives and political frameworks to foster harmony between neighboring communities in the Northeast.

The establishment of joint field committees represents a grassroots approach to boundary dispute resolution, aiming to bypass bureaucratic gridlock by directly consulting those living along the frontier. Minister Atul Bora has been playing a key role in Assam's boundary negotiations, reflecting the state's ongoing commitment to peacefully resolving border issues with neighbouring northeastern states.

JPC reviews FCRA Bill with Northeast groups in Shillong

The Joint Parliamentary Committee examining the Foreign Contribution Regulation Amendment Bill met 22 religious and non-profit organizations in Shillong on November 2, 2026. Committee chairman Sanjay Jaiswal noted that annual foreign contributions into India total approximately Rs 22,000 crore.

Representatives of religious and non-profit organizations from across the Northeast met the Joint Parliamentary Committee (JPC) examining the Foreign Contribution (Regulation) Amendment Bill, 2026, in Shillong on Monday, November 2, 2026. At least 22 organizations interacted with the committee members, presenting their specific concerns, recommendations, and feedback regarding the proposed legislative amendments. During the extensive consultations, the JPC also sought formal clarifications from several organizations on operational and financial compliance issues, granting them a 15-day window to submit their detailed responses.

Briefing media persons after the consultative session, JPC chairman Sanjay Jaiswal emphasized that the committee is adopting a holistic and inclusive approach by consulting diverse stakeholders across the Northeast. He stated that the proposed amendments are vital given national security considerations concerning foreign funds. According to Jaiswal, approximately 6% of the total foreign contributions received nationwide are channeled to religious organizations, while the remainder goes to non-governmental organizations and other developmental entities. He pegged the annual total foreign contribution into India at approximately Rs 22,000 crore.

However, Jaiswal noted that the stated administrative distribution may not fully capture funding channels where NGOs are indirectly operated or influenced by religious bodies. Following its engagements in Shillong, the JPC plans to continue its nationwide study visits with upcoming consultations scheduled in southern metropolitan hubs such as Chennai and Kochi.

The Foreign Contribution (Regulation) Act (FCRA) is a crucial Indian legislation enacted to regulate foreign donations and ensure that such funds do not compromise national security, public interest, or electoral integrity. Amendments to the statute are periodically introduced to enhance transparency, streamline compliance, and tighten surveillance over financial flows to civil society organizations across the country.

Organized by the Repertory of Waree Leeba, Manipur, in collaboration with the Irom Meijrao Women for Cultural Centre, the five-day regional cultural event aims to preserve and promote the traditional Meitei narrative art form. The inaugural ceremony commenced with the Governor paying floral tributes to portraits of deceased Waree Leeba gurus and felicitating serving master storytellers from Assam and Tripura.

Addressing the gathering, Governor Bhalla commended the organizers for bringing together regional artists, emphasizing that the dramatic oral performance serves as a vital living tradition through which ancestral knowledge, myths, and moral values are transmitted across generations. He noted that safeguarding this ritualistic storytelling form—traditionally performed by a solo male chronicler enacting epics like the Mahabharata and Ramayana—is essential to maintaining Manipur's unique cultural identity and collective memory. Festival Director Takhellambam Shyamkanhai Singh noted that Waree Leeba originated during the reign of King Khagemba (1597-1652 AD) and requires urgent revival efforts.

The festival is funded by the Union Ministry of Culture under the Cultural Function and Production Grant (CFPG) scheme. It features performances by traditional artists and gurus from Manipur, Assam, and Tripura, fostering inter-state cultural exchange among northeastern states. The event concluded its inaugural session with a live performance of an episode from the Mahabharata by renowned artist Shyamkanhai Singh.

Waree Leeba is a distinctive traditional storytelling art form of Manipur combining oral narration, dramatic gestures, rhythm, and theatrics. Significant progress has already been noted on the Kamakhya Railway Station-to-Kamakhya Temple route.

Ropeway infrastructure in hilly and congested terrain serves as a sustainable urban transport and tourism asset, reducing carbon emissions and travel time. Public-private partnerships and joint ventures between central and state entities help bridge infrastructure funding gaps, facilitating complex engineering projects in ecologically sensitive regions like Northeast India.

For Assam, enhanced ropeway connectivity directly boosts religious and eco-tourism, contributing to local economic growth and employment generation. It also addresses urban traffic congestion in Guwahati while offering safe, all-weather transit options in difficult terrains such as Dima Hasao and the Barak Valley.

Assam Eases Promotion Rules for 2027-28 to Boost Recruitment

The Assam Cabinet approved a one-time administrative framework on November 3, 2026, to expedite employee promotions in 2027 and 2028. The move relaxes qualifying service and ACR criteria to create entry-level vacancies.

The Assam Cabinet, during its meeting at Lok Sewa Bhawan on November 3, 2026, approved a one-time administrative framework to expedite the promotion of government employees during 2027 and 2028. Chief Minister Himanta Biswa Sarma announced that the policy relaxes prescribed eligibility criteria, including qualifying service duration, Annual Confidential Reports (ACRs), age, and experience requirements, to facilitate promotions for a larger workforce.

Under the revised provisions, departments can relax long-standing service prerequisites with the approval of the Personnel Department. For instance, mandatory qualifying service periods of seven or twelve years can now be shortened, and the requirement of three years of ACRs can be substituted with a single year of performance records. The primary objective is to clear promotion bottlenecks, elevate existing staff to higher positions, and systematically generate fresh vacancies at the entry level across various state government departments.

Administrative reforms concerning promotion norms are vital for maintaining organizational efficiency and boosting morale within the civil service. Delays in career progression often lead to stagnation, affecting administrative output. By streamlining these procedures temporarily, state governments can inject fresh talent through direct recruitment while rewarding experienced personnel.

For Assam, this administrative restructuring addresses long-standing recruitment backlogs and aligns with employment generation goals. Creating entry-level job openings provides significant opportunities for educated youth in the state, strengthening public service delivery and administrative capacity.

Assam Amends Service Rules to Make Polygamy Ground for Dismissal

Assam Chief Minister Himanta Biswa Sarma announced on November 3, 2026, that government employees practicing polygamy will face dismissal and disqualification. The amendment was made under Rule 7, Clause 6 of the Assam Services (Discipline and Appeal) Rules.

Assam Chief Minister Himanta Biswa Sarma announced on Tuesday, November 3, 2026, that the state government has introduced stringent disciplinary rules making polygamy a ground for immediate dismissal and permanent disqualification from government employment. Speaking after a cabinet meeting in Guwahati, Sarma explained that the Assam Services (Discipline and Appeal) Rules have been amended under Rule 7, Clause 6, to enforce strict penalties for such violations.

The policy implementation is tied to the broader application of the Uniform Civil Code (UCC) framework in Assam, which renders polygamy illegal. Under the amended provisions, any government servant found indulging in polygamy will face departmental proceedings resulting in termination of service and a permanent ban on holding future government positions. The Chief Minister emphasized that these service rule amendments apply uniformly across all religious communities, including Hinduism, Islam, and Christianity, without exception.

Enforcing strict conduct rules within the public sector is a vital mechanism for upholding legal standards and promoting gender equality. Service conduct rules in India govern the ethical and personal behavior of public servants to maintain institutional integrity. Integrating civil code principles into state administrative frameworks reflects a growing legislative push towards uniform personal laws.

For Assam, this policy marks a decisive step in enforcing legal uniformity and ethical governance within the state workforce. It sets a strict precedent for public servants regarding personal conduct and adherence to statutory laws, reinforcing administrative discipline across all government departments.

Assam Recommends CBI Probe into Devastating July Floods

The Assam government announced on November 3, 2026, that it has recommended a CBI probe into the July floods that claimed 106 lives. Formal requests will be sent to the Central Bureau of Investigation within 10 days.

The Assam government announced on Tuesday, November 3, 2026, that it has decided to recommend a Central Bureau of Investigation (CBI) probe into the devastating July floods that resulted in 106 deaths across the state. Chief Minister Himanta Biswa Sarma stated after a cabinet meeting that a formal request will be dispatched to the central agency within the next 10 days to uncover the root causes behind the unprecedented disaster in districts like Sivasagar and Charaideo.

The July floods caused widespread devastation, claiming 106 lives—including 17 children—while 10 people remained missing. Sivasagar, Jorhat, and Charaideo were severely impacted, with water levels reaching heights described as unprecedented in over 50 years. Sivasagar accounted for the highest number of casualties. This recommendation marks a reversal from the government's earlier stance in August, when demands for a CBI inquiry were initially dismissed in favor of expert studies.

Natural disaster investigations involving multi-agency coordination are critical for establishing accountability, improving infrastructure resilience, and formulating climate adaptation strategies. Independent central probes are frequently requested in cases of massive loss of life where competing claims regarding anthropogenic factors, dam management, or drainage obstructions require impartial technical verification.

For Assam, a comprehensive CBI inquiry could provide definitive clarity on whether external factors exacerbated the natural calamity, helping policymakers implement better flood management systems. Addressing recurring flood tragedies is essential for safeguarding human lives and securing the socioeconomic stability of vulnerable districts in the Brahmaputra valley.

Cross-Border Tigress 'Dooars Rani' Captured in Assam's Kokrajhar

Forest teams from Assam and West Bengal captured a three-year-old tigress named 'Dooars Rani' at Gelaguri Gaon in Kokrajhar on November 3, 2026. The animal had traveled nearly 100 km from the Buxa Tiger Reserve.

Joint forest teams from Assam and West Bengal successfully tranquilized and captured a three-year-old tigress, named 'Dooars Rani', at Gelaguri Gaon in Kokrajhar district on Tuesday, November 3, 2026. The big cat had travelled nearly 100 km from West Bengal's Buxa Tiger Reserve into Assam, crossing the Sankosh river on October 23 and entering Raimona National Park in search of a new territory. The operation involved four elephants and multiple excavators deployed by the forest department to corner the elusive animal.

Following its entry into Assam, the radio-collar-tagged tigress was initially spotted near Hatigarh village, where it reportedly killed three domesticated pigs and four piglets. The cross-border movement prompted coordinated containment efforts by forest officials from both states, with West Bengal Forest Minister Manoj Oraon present at the capture site. After several hours of tracking and evading capture attempts across difficult terrain, the animal was safely cornered and loaded into a rescue van.

Wildlife translocation and rescue operations are crucial for managing human-wildlife conflict and ensuring the safety of dispersing animals in fragmented corridors. The movement of tigers across interstate boundaries highlights the importance of contiguous forest habitats and inter-state conservation cooperation. Tracking tags and radio collars provide essential data for monitoring wildlife dispersal patterns.

For Assam and the Bodoland Territorial Council region, managing wildlife dispersal from neighboring reserves safeguards local livestock while protecting endangered species. Successful multi-state rescue operations demonstrate the efficacy of coordinated inter-state administrative action in wildlife management.

AMCH Dibrugarh Celebrates 80th Foundation Day on November 3

Assam Medical College and Hospital (AMCH) celebrated its 80th foundation day on November 3, 2026. Established on November 3, 1947, it stands as the oldest medical institution in Northeast India.

Assam Medical College and Hospital (AMCH) in Dibrugarh celebrated its 80th foundation day on Tuesday, November 3, 2026, marking eight decades of medical education, research, and public healthcare service in Northeast India. Established formally on November 3, 1947, AMCH traces its historical origins back to 1900 when Dr. John Berry White founded the Berry White Medical School in Dibrugarh, laying the foundational stone for modern medical training in the region.

State Health and Family Welfare Minister Ashok Singhal attended the celebrations as the chief guest alongside local dignitaries, faculty members, alumni, and students. An open session was held at the Dr. John Berry White Auditorium, where Principal-cum-Chief Superintendent Sanjeeb Kakati presented the institution's annual report detailing academic and healthcare achievements. During the visit, Minister Singhal also inspected the Government Dental College and the Dibrugarh Cancer Centre located within the campus.

Historic medical institutions serve as foundational pillars of regional healthcare infrastructure and human resource development. Preserving and upgrading heritage medical colleges ensures continued access to specialized treatment and advanced medical training in peripheral regions, bridging healthcare disparities between major metropolitan centers and the Northeast.

For Assam, AMCH remains an iconic institution that has produced generations of medical professionals serving across the country. Amit Shah Compares INDIA Bloc Mock Parliament to Maoist Jantana Sarkar

Union Home Minister Amit Shah compared the opposition INDIA bloc's mock Parliament session to Maoist Jantana Sarkar during an address in Raipur on November 3, 2026. The mock session was held on October 31 to impeach the Chief Election Commissioner.

Union Home and Cooperation Minister Amit Shah strongly criticized the opposition Indian National Developmental Inclusive Alliance (INDIA) during the closing ceremony of 'Rajyotsav-2026' in Raipur on Tuesday, November 3, 2026. Shah compared the coalition's recent mock Parliament session—held on October 31 at Congress president Mallikarjun Kharge's New Delhi residence to carry out a 'public impeachment' of Chief Election Commissioner Gyanesh Kumar—to 'Jantana Sarkar', a parallel, unconstitutional governance structure formerly operated by Maoists in their strongholds. He asserted that the ruling government remains fully prepared for an in-house parliamentary debate on all contentious issues, including the special intensive revision (SIR) of electoral rolls.

The controversy stems from opposition allegations regarding irregularities in the electoral roll revision process, discrepancies in the SIR exercise, and dissent among election commissioners, which have also become subjects of scrutiny before the Supreme Court of India. The opposition's parallel political events reflect deep institutional friction over electoral oversight mechanisms and accountability within constitutional bodies. Parliamentary democracies rely on structured legislative debates rather than extraconstitutional mock proceedings to resolve disputes concerning independent watchdogs.

For India's political landscape, such confrontations highlight the sharpening polarization between the executive branch and opposition parties over the autonomy of key democratic institutions like the Election Commission. Constructive legislative engagement is vital for addressing systemic concerns while preserving the sanctity of constitutional offices, ensuring that electoral integrity remains above partisan disputes.

Spanish Transport Minister Óscar Puente Resigns Following Train Crash

Spain's Transport Minister Óscar Puente announced his resignation on November 3, 2026, following a high-speed train collision near Madrid that killed at least 69 people. The tragic incident occurred on October 28.

Spain's Transport Minister Óscar Puente announced his resignation from office and withdrawal from upcoming electoral lists during a congressional session on Tuesday evening, November 3, 2026. The resignation came six days after a catastrophic high-speed train collision near the town of Urda, south of Madrid, which resulted in at least 69 fatalities and dozens of injuries. The disaster occurred when a high-speed train smashed into the rear of a stationary train on October 28, marking one of the worst rail tragedies in modern European history and Spain's deadliest since 2013.

Addressing the Congress after facing intense pressure from opposition parties and government allies, Puente stated that remaining in office following two major accidents of such severity within a single year was untenable, referencing an earlier January crash on the same line that killed 46 people. During the lengthy parliamentary session, the minister outlined new emergency rail safety measures and defended his administration before facing sustained questioning from conservative People's Party members.

Ministerial accountability in the wake of catastrophic public infrastructure failures is a fundamental tenet of parliamentary democracies. High-profile resignations often follow major transportation disasters to restore public trust and prompt comprehensive safety overhauls. European rail networks operate under rigorous safety frameworks, and multiple fatal incidents within short intervals trigger immediate regulatory and political scrutiny regarding signaling, maintenance, and automated control systems.

For the global transport sector, Spain's rail crisis highlights the critical importance of robust safety protocols and infrastructure modernization in high-speed rail operations. Ensuring passenger safety remains paramount as governments worldwide expand high-speed transit corridors to meet growing mobility demands while preventing structural and operational failures.
